- Role Summary
- The Finance Manager will lead the financial management, statutory compliance, donor reporting, and internal control functions of the organization in Bangladesh. This role is responsible for ensuring transparent financial operations, strong governance, full regulatory compliance (NGOAB, RJSC, NBR, VAT), and accurate donor-funded project reporting in line with international nonprofit standards. The
- Finance Manager will oversee budgeting, accounting, audit coordination, grant compliance, and capacity-building of finance teams across program locations.
- Travel: Frequent travel within Bangladesh
- Reporting To: Executive Director
- Collaboration: Executive Director, Bangladesh City Officers, USA Finance team, Bangladesh head office team
- Key Responsibilities
- Financial Management & Accounting
- Manage day-to-day financial operations including general ledger, accounts payable/receivable, payroll, and banking.
- Ensure proper maintenance of books of accounts in accordance with Bangladesh Financial Reporting Standards (BFRS) and nonprofit accounting principles.
- Oversee monthly closing processes, reconciliations, and preparation of financial statements.
- Maintain accurate documentation for all financial transactions, including vouchers, invoices, and approvals.
- Regulatory & Statutory Compliance (Bangladesh Specific)
- Ensure full compliance with NGO Affairs Bureau (NGOAB) requirements including FD-6, FD-7, FD-8 submissions.
- Ensure timely submission of NGOAB-required quarterly and annual financial reports.
- Oversee compliance with withholding tax deductions (AIT) and VAT submissions (Mushak) under NBR regulations.
- Support legal compliance reporting for registered charitable entities and RJSC requirements.
- Donor Compliance & Grant Financial Management
- Ensure donor funds are managed according to grant agreements, budgets, and compliance frameworks.
- Prepare accurate and timely donor financial reports for institutional donors (Muslim-aid, UN, HCI, foundations, etc.).
- Track restricted vs unrestricted funding and ensure proper fund utilization.
- Ensure compliance with donor audit requirements and cost allocation rules.
- Support proposal budgeting and financial inputs for new grants.
- Budgeting, Forecasting & Financial Planning
- Lead annual budgeting and multi-year financial planning processes.
- Develop project-wise budgets aligned with donor commitments and operational plans.
- Prepare quarterly forecasts and variance analysis (Budget vs Actual).
- Provide strategic financial insights to senior leadership for decision-making.
- Internal Controls, Risk Management & Governance
- Strengthen financial controls to prevent fraud, misuse, and inefficiencies.
- Ensure compliance with procurement policies, delegation of authority, and segregation of duties.
- Conduct periodic internal reviews of field-level financial practices.
- Support development and implementation of finance SOPs and policies.
- Audit & Financial Reporting
- Lead annual statutory audit and donor audit processes.
- Ensure timely preparation of audit schedules, supporting documents, and management responses.
- Coordinate with external auditors, NGOAB auditors, and donor representatives.
- Ensure implementation of audit recommendations and corrective action plans.
- Submit regular financial reporting to the USA finance team
- Cash Flow & Treasury Management
- Oversee cash flow planning to ensure smooth program implementation.
- Manage bank accounts, fund transfers, and foreign donation receipts.
- Ensure compliance with Bangladesh Bank regulations related to inward remittances.
- Monitor liquidity and ensure proper fund disbursement controls.
- Team Leadership & Capacity Building
- Supervise finance officers, accountants, and field finance staff.
- Provide coaching and training on compliance, reporting, and financial discipline.
- Build a culture of accountability, transparency, and donor stewardship.
Educational Requirements
- Master of Commerce (MCom) in Accounting
- Master of Commerce (MCom) in Finance
- Master of Business Administration (MBA) in Finance
- Professional qualification such as CA (Part Qualified), CMA, ACCA is highly desirable.

Additional Job Requirements
- Age 40 to 50 years
- Only Male
- Minimum 7-10 years of progressive finance experience, including at least 3 years in NGO/nonprofit sector.
- Strong working knowledge of NGOAB regulations, donor compliance frameworks, Bangladesh tax and VAT systems, and audit/internal control systems.
- Can fluent conversation (Speaking & Listening) and make report in both English and Bangla.
